Ministry of Education Announces the List of 281 Schools Eligible for Financial Support... Seoul and ERICA included

2021 government financial support system university diagnosis indicators adjusted and confirmed

On September 2nd, the Ministry of Education announced a total of 281 schools for "Universities eligible for 2020 financial support." In addition, considering the situation of COVID-19, the government partially adjusted the diagnosis indicators for 2021 and partially adjusted and confirmed the plan for designated universities. Hanyang University Seoul Campus and ERICA campus both were on the list (See the list below).

The evaluation of 2021 financial support will be evaluated by an absolute evaluation on educational environment, performance, and major quantitve indicators of administrative and financial responsibility. Previously, the university evaluation (basic competency diagnosis) was held every 3 years, and universities were selected to be financially supported according to the result until 2018. However, the absolute evaluation method was introduced this year. 

The list included one additional school, which had been postponed for diagnosis in 2018 due to "two years after completion of assignment." It then conducted a supplementary evaluation on universities designated as "Type I,II" in 2018, and added 8 universities to the list.

According to the results of the assessment of the basic competency of universities in 2018, ▲ Self-improvement University ▲ Competency Enhancement University ▲Financial Support Restriction College were divided into type I and II, but in the 2021 basic competency diagnosis of universities, the government-funded universities will be prioritized and state scholarships and student loans will be applied differently.

Universities with limited financial support are not allowed to participate in the 2021 diagnosis, and depending on the type, they will be restricted from participating in financial support projects and government financial support such as state scholarships. 

A total of 13 schools had limited financial support in the list.

The Ministry of Education supplemented its 2021 basic competency diagnosis indicators, taking into account the situation of online educational activities and expanding online classes caused by COVID-19. Quantitative performances related to operation of education programs in the "student support area" such as student learning capabilities, career and psychological counseling, support for employment and start-ups, and indicators related to industry-academic cooperation activities, which were difficult to operate due to restricted educational activities, will be excluded only in the first semester of 2020.

The Ministry of Education emphasized, "Universities subject to restrictions on financial support will be subject to government's financial support projects, state scholarships, and student loans. Students and parents who are preparing to enter university in 2021 should check whether the university's are restricted from state scholarships or student loans in this list and take care not to interfere with the procurement of enrollment fees."

Meanwhile, the Ministry of Education will conduct an evaluation of universities with 21-year financial support restriction in February next year and announce the list of universities eligible for financial support for the 2022 school year around April. Restrictions on government financial support will be applied for one year in 2022.
